In the early 19th century, cheap building land was made available to the "little people", the craftsmen, traders and workers, so that they could build modest houses for themselves and their families.

The later so-called Bergkirchenviertel is bordered by Coulinstrasse and Saalgasse to the south-east, Nerostrasse to the north-east, Röderstrasse to the north-west, Schwalbacher Strasse to the west and Oberer Schulberg and Heidenmauer to the south-west. Nerostrasse was the first street to be built in the new district in 1809. Röderstraße was added from around 1820. Modest single-storey houses with stables and small gardens were built in the Bergkirchenviertel. By 1879, the Bergkirchenviertel was fully developed and populated.

In the 1950s, serious "urban planning inadequacies" were identified in the Bergkirchen district. The apartments were criticized for being inadequately equipped with toilets, kitchens and modern heating systems. The architect Ernst May, who had been commissioned by the city of Wiesbaden to redesign the Bergkirchenviertel, then presented a design in 1961 that envisaged completely demolishing the old Bergkirchenviertel - with the exception of the Bergkirche, which was built between 1876 and 1879 - in order to build apartment blocks and high-rise buildings instead.

Until the first construction work began in the mid-1960s, there were no significant protests from the population. But then resistance began to stir. The massive rejection of Ernst May's plans, which was met by the city representatives, prompted them to reject the project in 1971 and instead carry out a moderate renovation with respect for the character of the district. Work began in 1976 and continued into the first decade of the 21st century.
