After studying at the Hof Geisberg agricultural college and the Holzminden Polytechnic, he gained professional experience while traveling in Europe, particularly in England.

From 1876, he was head of the Hof Geisberg Private Agricultural Institute, which he had reestablished as a private school together with Jonas Schmidt and Heinrich Wintermeyer after the school was closed on September 30, 1876 for political reasons. He taught agricultural machinery and meadow cultivation there until 1902. In addition to the teachers, he succeeded in recruiting many specialists as part-time experts and making the institute internationally known; students also came to Wiesbaden from India.

Weil was a member of the citizens' committee in Wiesbaden from 1877-90 and held a seat in the Nassau municipal parliament from 1898-1904. As a member of the municipal council (1891-1906), he became a city elder in 1903.

A street was named after him at the old site of the agricultural college.
