Pagenstecher moved with his parents to Ewersbach in Hesse-Nassau in 1757, from there to Freudenberg in 1763 and to Haiger in 1769. He attended the Dillenburg Latin School for a time. From 1773, he studied law in Herborn and Giessen, worked in Dillenburg as a pension chamber assessor and from 1787 as a government secretary and chamber of accounts councillor. In 1794, he took part in the coalition war against France as "Auditeur of the Oranien-Dillenburg District Commissariat in the Imperial Army".
In 1803, he was promoted to Privy Government and Chamber Councillor. In 1807, Pagenstecher moved to Wiesbaden, where he was involved in the creation of the state constitution as Privy Councillor and Vice President of the Chamber of Accounts. He was a member of the State Council from 1819.
