Pagenstecher attended grammar school in Wiesbaden, studied law in Freiburg im Breisgau, Marburg and Jena and was awarded his doctorate in 1898. In 1905, he habilitated in Würzburg with a thesis on the "Doctrine of Substantive Legal Force".
He worked here as a private lecturer until 1909. He was then appointed associate professor, then full professor at the University of Lausanne in 1910. In the same year, he moved to the University of Halle. During the First World War, he worked for the Political Department of the Governor General in Belgium from 1915 to 1917. He then went to the University of Frankfurt am Main and in 1927 to the University of Hamburg. After his retirement, he left Hamburg in 1939 and lived in Königstein im Taunus until his death.
