Pfeffer von Salomon took part in the First World War, was awarded the Iron Cross II and I Class and returned home severely wounded - he had lost his right leg in March 1918. From 1920, he completed an agricultural apprenticeship, leased a farm near Hagen in Westphalia in 1923 and joined a local group of the "Völkischer Block".

On March 1, 1928, he joined the NSDAP and shortly afterwards became a member of the SA. From October 1929, he also found a new professional field of activity as a full-time employee of the highest SA leadership. From 1931, he was SA group leader in Kassel, became police chief of Kassel after the Nazi takeover in 1933 and government president in Wiesbaden in 1936. Here he came into conflict with Gauleiter Jakob Sprenger and had to leave his post in 1938. Until 1941, he was initially a special representative for the western fortifications and then worked for the military commander in France. On March 1, 1941, he once again took over the office of Wiesbaden District President. After further disputes, Sprenger ensured that Pfeffer von Salomon was transferred to permanent retirement.

After the war, he joined the national-conservative German Party (DP) and ran for a seat in the Wiesbaden city parliament in the 1952 and 1953 city council elections. However, as the party was always below the 5% threshold that had been in force since June 30, 1946, he was denied a seat in the city council.
