Wolff learned the trade of a merchant. In 1870, he founded a timber and building materials business in Biebrich, which he ran until 1885.

He was a member of the municipal council and held various honorary positions in the municipal administration and magistrate. From 1885 to 1904, he was the second mayor of Biebrich. From 1893, he was a member of the Wiesbaden district council. From 1898 to 1914, he represented the 8th electoral district of Wiesbaden-Land and Höchst in the Prussian House of Representatives; he was a member of the National Liberal Party faction and was re-elected in the 1903, 1908 and 1913 elections.

Wolff was particularly committed to regional and local issues in the Prussian parliament. Among other things, he called for the expansion of the Biebrich harbor and the establishment of a district court in Biebrich. He particularly welcomed the purchase of vineyards in the Rheingau by the Prussian administration. As fire director of the Biebrich volunteer fire department, he was committed to the systematic expansion of the fire-fighting system. He was made an honorary member for his services.

For 40 years, he was a member of the Vorschussverein, the predecessor of Volksbank Biebrich, where he was a member of the board of directors and the supervisory board. For many years, he was a member of the Protestant church council, the gymnastics club, the trade association, the Volkswohl e.V. association and the male choral society. The Emperor awarded him the Order of the Red Eagle. The Wiesbaden city council honored Wolff in 1963 by renaming Gartenstraße to August-Wolff-Straße.
