Anton Zeeh attended the Oberrealschule in his hometown of Mainz from 1907 to 1918. He then completed a degree in administration in Frankfurt am Main. This was followed by a doctorate at the Faculty of Economics at the University of Frankfurt. At the same time, Zeeh worked as an assistant in the financial secretariat of the city of Mainz.

Anton Zeeh specialized in the field of financial administration and rose to the position of administrative inspector by 1933. His career came to an end when the National Socialists came to power, as Zeeh was dismissed from the service of the City of Mainz on the basis of the Law for the Restoration of the Professional Civil Service. The reason given for his dismissal was his political commitment to the SPD. Zeeh had been a member of the Social Democrats since 1918. He was also a member of the board of the Mainz branch of the General German Civil Servants' Association and the Reich Union of German Municipal Civil Servants.

According to a report by the Mainz city administration, he was involved in the Reichsbanner Schwarz-Rot-Gold and the Iron Front. The internal report also states that Zeeh intended to set up the union in such a way that it would always remain dependent on the party politics of the SPD.

The National Socialist-led city administration assumed that Anton Zeeh had been a driving force behind the dismissal of National Socialist civil servants in 1932 and a staunch opponent of National Socialism.
Dr. Anton Zeeh was dismissed immediately and received a monthly pension, which was barely enough to provide for his family. His financial situation was strained until the end of the war. Between 1938 and 1939 and from 1943 to 1945, Zeeh was called up for military service. He was a prisoner of war until March 1946. In 1947, Anton Zeeh was once again employed by Mainz City Council and held the position of Finance Director from 1949.

By resolution of the city council on October 10, 1974, a street in the Mainz-Kastel district was named after Anton Zeeh.
