The permit in accordance with § 27 SprengG is only issued to residents of the state capital Wiesbaden.

A permit is required for the handling, transportation and transfer of explosive substances (e.g. black, nitrocellulose or firecracker powder) in the non-commercial sector, e.g. for muzzleloader and firecracker shooters or for reloading cartridges. This permit can be issued to persons over the age of 21 with proof of existing specialist knowledge (course with examination), personal reliability and a proven need.

A clearance certificate is required for admission to the specialist knowledge course with subsequent examination, which is issued by the public order office (weapons and explosives authority) upon application if the person is personally reliable.

Permits are usually limited to five years. Only after the permit has been issued may you handle the substances mentioned.
