EXPERTENWERK.STADT "Concept procedure & land policy"

A minimalist design shows two stylized hands on a yellow background. One hand hands over a small landscape with a house, trees and soil to another hand. The text "KONZEPTVERFAHREN AKTIVE BODENPOLITIK" indicates the theme of fair land allocation.

Like air and water, land is a non-renewable resource and forms the basis for our living, working, leisure and a climate-resilient city. In view of rising land prices and rents as well as the influence of international financial markets, the land issue is also becoming the key to sustainable and socially equitable urban development in the state capital of Wiesbaden.

Concept procedures are a management tool that is now used by many municipalities to create social, ecological and architectural qualities in a targeted manner. In the concept procedure, selected urban properties are awarded to the best idea for the neighborhood and not for the highest purchase price. Can these principles also be applied in Wiesbaden? What criteria should be used to allocate urban land in Wiesbaden?

At the invitation of host Gert-Uwe Mende, Lord Mayor of the state capital of Wiesbaden, renowned experts discussed ways of steering an active land and real estate policy on 17.06.2021 that will keep Wiesbaden liveable in the future. Impulses and contributions to the discussion came from

  • Prof. Elisabeth Merk, city planning councillor from Munich
  • Prof. Dirk Löhr, University of Trier
  • Former Lord Mayor Ulrich Maly, Nuremberg
  • Ulrich Soldner, Representative of the Lord Mayor for Regional Networks and Land Strategy, City of Ulm
  • Carolin Holzer, Z.WO cooperative
  • Camillo Huber-Braun, Head of the Urban Planning Office

in conversation with moderator Prof. Klaus Overmeyer from Urban Catalyst.

A colorful, hand-drawn infographic summarizes discussions and key points on active land policy. It contains texts, icons and sketches. Central topics are: - Land as a common good: land policy must take social and environmental objectives into account. - Concept procedure: Urban land should be allocated according to quality, not maximum price. - Land supply policy: Cities must secure land in the long term to enable sustainable development. - Leasehold & steering groups: Instruments for fair and sustainable land allocation.
