The structure of building supervision

In order to process applications and inquiries efficiently and in a service-oriented manner, the Wiesbaden Building Inspectorate is divided into four departments.

The departments of building supervision with their tasks and responsibilities

Organization and strategic management

The Organization and Strategic Management division is primarily concerned with overarching administrative tasks, strategic management and digitalization. It ensures that the specialist departments can concentrate on their demanding core tasks. The business division also provides them with long-term support in their further development. In addition to traditional personnel administration, personnel development, such as training, is an important task.
Across all departments, the division is responsible for the digital archive of construction files and other digital services provided by the building supervisory authority. In addition, it deals with general property issues such as building encumbrances and closures and checks and prepares tax assessments in accordance with Section 7 i (and following) of the German Income Tax Act (EStG).

Building permit procedure and construction supervision

The department’s staff provide comprehensive support for all types of construction projects. They offer construction consulting and oversee building permit procedures for standard and special structures. Construction supervision, structural engineering inspections, structural analysis, and temporary structures are also part of the team’s responsibilities.

Consultations on construction projects and the processing of building permit applications are handled according to regional jurisdiction. To this end, the city has been divided geographically into three areas, and a dedicated team has been formed for each area to handle construction projects within that respective territory.

The geographic division is into the North, East, and West districts:

Wiesbaden North
: Center, Northeast, Rheingau District/Hollerborn, Sonnenberg, Southeast, and Westend.

Wiesbaden East
: Auringen, Bierstadt, Breckenheim, Delkenheim, Erbenheim, Heßloch, Igstadt, Kastel, Kloppenheim, Kostheim, Medenbach, Naurod, Nordenstadt, and Rambach.

Wiesbaden West:
Amöneburg, Biebrich, Dotzheim, Frauenstein, Klarenthal, and Schierstein.

Building inspections

In addition to administrative orders, including those based on the provisions of the Hessian Building Code (HBO) and the Hessian Monument Protection Act (HDSG), this division is also responsible for periodic safety inspections of special buildings. It also deals with objection and fine proceedings and fundamental legal issues.

Monument protection and preservation

As the local historic preservation authority, the Department of Historic Preservation and Conservation is responsible for overseeing and enforcing the Historic Preservation Act. Its duties include, in particular, providing advice on historic preservation and conducting reviews under historic preservation law as part of the permitting process, as well as awarding grants.
