Wurmb studied law in Heidelberg, Berlin and Halle.

He began his career as a civil servant in 1850 as a government trainee at the government in Erfurt and in 1851 as a government assessor in Potsdam. In 1854 he went to Merseburg as a government councillor and in 1857 became district administrator of the district of Weißenfels (province of Saxony). In 1866 he was Prussian civil commissioner in Dresden for the Kingdom of Saxony and the Thuringian states. In 1867 he took over the office of Chief of Police in Berlin.

From 1872-90 he was district president in Wiesbaden. In 1886, he was appointed as an effective Privy Senior Government Councillor. He particularly promoted tourism in his district. He was interested in all scientific issues and forestry matters. From 1874-90 he was director (chairman) of the Nassau Association for Natural History, of which he became an honorary member in 1889. In 1867 he was a member of the constituent Reichstag of the North German Confederation, in 1884-90 as a conservative in the Reichstag and in 1882-85 as a member of the Reich and Free Conservative Party (RFKP) in the Prussian House of Representatives. From 1886 until his death, he was a member of the Prussian House of Lords as Canon of Merseburg. He was a royal Prussian major and honorary knight of the Order of St. John.

Among other awards, Wurmb received the Star of the Order of the Crown, 2nd Class (1883) and the Danish Order of Dannebrog, Grand Cross (1883). He was buried in the North Cemetery.
