If you want to use a new motor vehicle on the road for the first time, it must be registered. This also applies to trailers. You or your representative must submit the application for this initial registration to the registration authority responsible for the applicant's main place of residence. If the registration is to be made in the name of a trader, the registration authority in whose district the company's registered office is located has local jurisdiction.
After successful registration, you will receive the registration documents and the registration authority will assign you a license plate number.
Registration is only possible if the main place of residence under registration law is in Wiesbaden or, in the case of companies, if the company is based in Wiesbaden.
Documents
A valid ID card or passport; if you also have an electronic residence permit (eAT), please bring it with you.
Note: Applicants and holders who have placed a restriction on access to their information in the registration records are advised to present a recent certificate of residence when they come in person. Failure to present a certificate of residence may result in a delay in processing or even rejection of the application, as a manual inquiry must then be conducted at the Citizens’ Office.
A declaration of consent from all legal guardians for individuals who do not have full legal capacity
Part II of the Certificate of Registration (vehicle title; if completed by the manufacturer) CoC document or EEC Certificate of Conformity
The electronic insurance confirmation as an eVB code (available from the auto insurance provider)

Original purchase contract or invoice (for the registration of a brand-new vehicle for which a Certificate of Registration Part II has not yet been issued, along with confirmation from the dealer that no documents have yet been prepared)
If a Registration Certificate Part II (vehicle title) has not yet been issued for the vehicle, a test drive is required prior to registration to verify the vehicle identification number. This applies only to vehicles that also require a Registration Certificate Part II.
Additionally, if an authorized representative is submitting the application on your behalf:

a completed and signed SEPA Direct Debit Mandate for vehicle tax
Fees
The initial registration costs between EUR 30.20 and EUR 60.00. The exact amount can only be determined on site on the basis of the complete documentation. The basis for the amount of the fee is the scale of fees for road traffic measures (GebOSt).
The applicant must not have any outstanding fees and expenses from previous registration processes. If payment arrears exceed 10 euros, the registration authority may not register the vehicle until these have been settled. If the arrears are less than 10 euros, the registration authority can decide whether or not to register the vehicle.
The applicant must not have vehicle tax debts of 5 euros or more. Late payment penalties, interest and late payment penalties are also taken into account when calculating the amount.
The SEPA mandate must contain two signatures in the "Payer" and "Holder" fields. If the payer and holder are identical, the signature in the "Payer" field is sufficient. Please note that a SEPA direct debit mandate signed by the holder and payer is required for each individual registration process, which you can fill in directly online here and then print out for signing!
