City Hall
Apply for a driving license for passenger transport
If you transport passengers in a motor vehicle and a permit under the Passenger Transportation Act is required for this transportation, you need a passenger transportation driver’s license (FzF) in addition to your regular driver’s license. This also applies if you transport passengers in an ambulance for compensation or on a commercial basis.
A passenger transport driver’s license (FzF) is not required for
- ambulances operated by the German Armed Forces, the Federal Police, the police, as well as the military and civilian personnel of other member states of the North Atlantic Treaty Organization (NATO),
- ambulances operated by civil defense agencies, when used for that purpose,
- ambulances of fire departments and emergency medical services recognized under state law.
If you hold a Class D or D1 driver’s license, you only need an FzF license if you drive a taxi or a rental car, or if you provide shared-ride transportation services.
