As of August 18, 2026, Ukraine has been officially included in Appendix 11 of the Driver’s License Regulation (FeV).
This means that Ukrainian driver’s licenses can now be converted into a German driver’s license without having to take any tests (i.e., without a written or practical driving test).
It is important to note that you do not need to convert your Ukrainian driver’s license immediately, as the European Union has extended the temporary protection status for refugees from Ukraine until March 4, 2028. As long as this protection status remains in effect, the Ukrainian driver’s license remains fully valid in Germany even without conversion.
Please note: Due to Ukraine’s recent inclusion in Annex 11 of the FeV, the procedures for certain individual cases have not yet been fully clarified and may need to be coordinated with higher-level authorities. In such cases, processing an application may take longer.

Book an appointment with the driving license authority/taxi service
You can only come to the driving license authority with a pre-arranged appointment. At the time of the reserved appointment, the applicant should be in the waiting area of the driving license and registration authority. They will be called at the next available counter.
Valid electronic residence permit for foreign passport holders
