Online election procedure for the 2026 Cultural Advisory Board election

Recommended resolution for the Committee for Schools, Culture and Town Twinning on August 28, 2025

According to the current cultural advisory board regulations, the city's cultural advisory board is elected every four years. The election period always begins on September 1, the next time in 2026. The election takes place before the end of the term of the current Cultural Advisory Board. It ends on a date set by the election management, which must be announced at least 79 days in advance. It can therefore be expected that the next election day will be before the start of the 2026 summer break. The call for candidates can then be positioned in spring 2026 and the election held in summer 2026, outside of vacation periods.


The Cultural Advisory Board recommends switching the voting for the 13 elected members of the Cultural Advisory Board from a purely postal vote to an online voting procedure. As the Youth Parliament has already spoken out in favor of switching to an online voting procedure, there are synergies in addition to the resource-saving effects of the voting procedure itself. Changing the election procedure would require a change to the regulations. With the corresponding preliminary stages, which also take into account the commissioning of a specialist company to carry out an online voting procedure, there would currently be a window of opportunity to discuss the election and a possible change to the procedure.


With regard to the findings of the Cultural Advisory Board's evaluation, the Cultural Advisory Board also declares that increasing voter turnout is the primary goal under which the entire process of conducting and communicating the election should be realized.

The Cultural Advisory Board asks the Committee for Schools, Culture and Town Twinning to take the following considerations into account - the committee considers it useful,

I. that the administration take over the preparation for the following aspects

  1. prepare an amendment to the Cultural Advisory Board regulations to enable an online election procedure for the upcoming Cultural Advisory Board election in 2026
  2. a resolution on the amendment of the regulations would have to be passed at the City Council meeting on November 20, 2025 at the latest in order to enable public relations work geared towards the election procedure.

II In order to significantly increase voter turnout, all eligible voters should

  1. ideally, all eligible voters should receive the election documents or an access code for an online voting procedure by post.
  2. If a) is not possible, the possibility of a direct mailing with a QR code for participation in the election should be examined.
  3. the development of a balanced concept for communicating the election is considered imperative and an agency is commissioned for this purpose.
