The citizen's allowance includes services (e.g. advice) and benefits for living expenses.
Benefits for living expenses include
- Standard requirements to cover living expenses (food, clothing, personal hygiene, household effects, household energy, everyday necessities and, to a reasonable extent, relationships with the environment and participation in cultural life).
- Costs of accommodation and heating
- Health and long-term care insurance contributions
- Additional requirements for pregnancy or single parenthood, for example
- One-off assistance, for example for initial equipment for births or for the first home

Children and young people aged 0 to 25 who are not in employment and live in their parents' household also receive a child emergency supplement of EUR 20 per month in addition to the standard requirement until the introduction of a basic child benefit.
