Clean air plans are central instruments of immission control in Germany. They serve to improve air quality and protect the health of the population. According to the Federal Immission Control Act (BImSchG), the responsible authorities are obliged to draw up or update such plans if specified immission limits are exceeded. In Hesse, and therefore in Wiesbaden, the Ministry for the Environment, Climate Protection, Agriculture and Consumer Protection (HMUKLV) is responsible for drawing up and updating these plans, working closely with the state capital. The aim is to develop and implement specific measures to improve air quality so that the immission limit values are permanently adhered to. Such a plan is drawn up when measurements indicate that the legal limits have been exceeded. The Hessian State Agency for Nature Conservation, Environment and Geology (HLNUG) is responsible for these measurements in Wiesbaden.
