Urban land-use planning

Urban land-use planning is the most important planning tool for guiding and organizing the urban development of a municipality. It is carried out in a two-stage process that is regulated in the Federal Building Code (BauGB). The municipalities are responsible for drawing up urban land-use plans.

Firstly, the land use plan (FNP) for the entire urban area is drawn up as a preparatory urban land use plan. This plan contains the existing and planned uses for housing, commerce, transportation, agriculture and nature conservation for a period of ten to 15 years.

On the other hand, development plans are drawn up as binding land-use plans for parts of the urban area. The development plan primarily contains the legally binding stipulations regarding the type and extent of building use. Within its area of application, the specifications from the land use plan are thus concretized.

In addition, by-law procedures, for example for design rules, can be carried out or change restrictions can be issued to safeguard the planning.
