To inform citizens and all those interested in the "Wiesbadener Straße" district development, a final public event was held on 4 May 2018 at the Bürgerhaus Kastel, where the results of the dialog-oriented planning process were presented.

The integrated development and action concept for Wiesbadener Straße (IEHK) was subsequently adopted by the city council of the state capital of Wiesbaden on 21 June 2018 as an urban development concept in accordance with Section 1 (6) No. 11 of the German Building Code and now serves as a publicly and politically legitimized planning corridor for further urban land-use planning in this area.

The urban space along Wiesbadener Straße in western Kastel has been undergoing a period of transition for years and presents itself as a heterogeneous mix of elements. Diverse land uses with varying characteristics, densities, and design requirements shape the area, which is heavily impacted by rail noise on one side while showcasing the enormous potential of the Rhine riverfront on the other. The proposed repurposing of abandoned industrial sites—including the former Clemens paper mill—and of conversion areas—such as the Kastel Housing Area—highlights the need for planning action in this part of Mainz-Kastel.

Taking into account the ongoing social and demographic changes, economic transformation, and sustained population growth in the city of Wiesbaden, an integrated development and action plan therefore outlines prospects for the future development of the “Wiesbadener Straße” neighborhood. Designed to be adaptable over time, the concept provides the framework for sustainable urban renewal, primarily through the future-oriented further development of residential structures, the creation of distinct identities in public spaces, the strengthening of green and blue infrastructure, and the promotion of local initiatives and partnerships.

Designed with a process-oriented approach, the integrated development and action plan was developed in close collaboration with residents, property owners, project development companies, as well as city administration and political representatives. During the preliminary analysis phase, stakeholder discussions were held on various topics to involve local stakeholders and initiatives in the process and to incorporate their perspectives, opinions, and wishes as expert input into the concept.

To further engage citizens, various public events were held in 2017 that offered opportunities to contribute their own ideas to the planning process: the City Neighborhood Tour, Outdoor Planning, the Urbanity & Density Workshop, the Ideas Workshop, and planning labs.

The integrated development and action plan synthesizes the results of the analysis and public participation into a spatial vision and development goals for Kastel-West. Furthermore, a development plan for the neighborhood identifies concrete measures for further urban development in various areas with potential and for pilot projects (e.g., Rampenstraße).

The identified areas of action and project components ultimately converge into an overarching, interconnected overall strategy that is embedded within the citywide, integrated urban development concept “Wiesbaden 2030+” and long-term planning processes, such as the revision of the land-use plan.
