Publicly funded construction projects require approval from the building authority rather than a building permit if the design work is supervised by a federal or state building agency and that agency is staffed.  

In certain circumstances, the requirement for approval may be waived.

Projects serving national defense must be brought to the attention of the higher building supervisory authority in an appropriate manner prior to the start of construction; the higher building supervisory authority does not conduct a review.
