School development planning

It is the task of the school authorities, i.e. the City of Wiesbaden, to present a school development plan every five years. This plan should set out the future demand for school places.

As the school authority, the state capital of Wiesbaden is responsible for so-called "external school matters": for the construction and maintenance of school buildings and outdoor facilities, the furniture in the classrooms and for non-teaching staff such as janitors and school secretaries.

The Hessian Schools Act stipulates that the school authority must draw up a school development plan at least every five years, in which the basis for the provision of school places is described. Or, as the Education Act puts it:

Regional school development planning is intended to ensure that the education on offer is as complete as possible and as close to home as possible and that the staffing of schools is possible within the framework of the state's needs and financial planning.

The current school development plan was adopted by the municipal council on December 16, 2021 after a broad public participation process and approved by the Hessian Ministry of Education and Cultural Affairs on October 4, 2023. On July 11, 2024, the municipal council approved the partial update of the school development plan to introduce the legal entitlement to all-day care in elementary school and special schools.

Further partial updates can be made independently of this. Preparatory work is already underway for the school development plan for vocational schools.
