In many places, development plans play a decisive role in determining whether properties can be built on. You can find out whether there is a development plan for your property and what it regulates on the website of the Wiesbaden City Planning Office. On the site, you will also find information on development plans in the process, change restrictions or bylaws of the City of Wiesbaden, for example.

Many building projects, particularly in connection with detached houses, garden designs or garages and parking spaces, have been exempted by law from the obligation to obtain planning permission (building projects not requiring planning permission in accordance with Section 63 of the Hessian Building Code (HBO)).
The annex to Section 63 HBO provides an overview of these projects and also explains in Section V Exemption reservations whether any conditions must be observed.

Demolition projects under Section 63a of the Building Code (HBO) have also been exempt from building permits since October 14, 2025.    

The only distinction made here is between demolitions that must be reported to the building authority and those that do not need to be reported.
