Certain activities involving animals require a permit and may only be carried out with prior approval from the competent veterinary office. The activity may not be started without this permit and may be subject to a fine.

• Operation of animal enclosures or zoological facilities
• Keeping animals in animal shelters or similar facilities
• Animal exchanges or animal brokerage
• Horseback riding or carriage driving businesses
• Breeding and trading in animals (commercial)
