Neighborhood helpers according to the care support ordinance/recognition
Services that provide support with daily living help relieve the burden on caregivers and enable those in need of care to remain in their home environment for as long as possible. Neighborhood helpers can provide services to relieve the burden on caregivers and assist with daily tasks (e.g., cleaning, laundry, cooking, shopping). To receive reimbursement from health and long-term care insurance funds, the service must be recognized under the Hessian Long-Term Care Support Ordinance.
Under the following conditions, neighborhood helpers can be recognized on the basis of civic engagement in accordance with the Long-Term Care Support Ordinance:
- They may not be related to or by marriage to the person in need of care up to the second degree, nor may they live in the same household as that person,
- no more than three people in need of care may be assisted,
- only a flat-rate, time-based expense allowance (based on the minimum wage) may be charged for services,
- Proof must be provided of participation in a first-aid course completed no more than three years prior to the first assignment,
- A certificate of good conduct no older than three months must be submitted (an extended certificate of good conduct is required for services provided to persons with disabilities or minors);
- the remaining requirements of the Care Support Ordinance are met.
Until proof of a first-aid course and the certificate of good conduct is submitted, neighborhood helpers may receive provisional recognition for a period of 6 months.
In addition to services based on civic engagement, commercial providers and individuals may also be approved, provided the necessary requirements are met. Further details can be found at the beginning of the respective questionnaire.
