Construction
Before and during the execution of a construction project, the relevant documentation must be submitted to the building inspector as part of the construction supervision process.
Notification of the Start of Construction and Completion
The building authority must be notified in writing of the start of construction at least one week in advance (Notification of Start of Construction BAB 17). This notification must also include the required structural engineering documentation and certificates (see below) and list the parties involved in the construction. The certificates to be obtained from authorized certifiers or experts depend on the building class of the respective construction project.
The completion of the shell and the final completion of the building must be reported to the building inspectorate at least two weeks in advance, specifying the date of completion.
Use Prior to Completion
If a building is to be used prior to completion, this must be notified to the building inspectorate at least one week in advance. Early use is only permitted if the project can be reasonably divided into construction phases and these phases can be used safely individually.
In addition, the parking spaces required for use must be provided.
This must be submitted together with the notification of early occupancy, as must the necessary structural engineering documentation. Otherwise, the building authority will prohibit use within one week due to concerns regarding public safety and order.
Digital construction supervision
For construction projects for which applications are submitted via the Hessen Construction Portal on or after December 1, 2025, progress reports (start of construction, completion of the shell, occupancy prior to final completion if applicable, and final completion) must be submitted digitally via the Hessen Construction Portal.
Construction supervision for construction projects applied for before 1.12.2025
For building projects for which applications were submitted before December 1, 2025, either in a hybrid format (Nextcloud plus a paper copy) or in paper form, progress reports may be submitted as PDF files via email or through Nextcloud.
