Wiesbaden is shaping its economic future clearly and purposefully. On June 24, 2025, the municipal council of the state capital adopted the GEKO 2040 commercial space development concept at the suggestion of Christiane Hinninger, Head of Economic Affairs. This creates a binding, urban planning framework for future commercial space developments - in accordance with Section 1 (6) No. 11 of the German Building Code (BauGB)
The significance for Wiesbaden
- Companies receive planning security - thanks to a clear land policy and sustainable use.
- Jobs and income are secured - lack of space jeopardizes the strength of the location, commercial tax revenues and the job market.
- Competitiveness strengthened - Wiesbaden is actively positioning itself as an attractive location compared to neighboring municipalities
Why GEKO 2040 was urgently needed
- Commercial space is scarce in Wiesbaden - at around five percent of the city area, the city is well below its potential
- Conversely, trade tax revenue amounted to an impressive EUR 471 million in 2024 - around 27% of the city's budget
- Employment has risen by around 17% since 2013 - despite this, there is a significant shortage of space, which is encouraging companies to relocate
Measures for protection and development

GEKO 2040 is implemented as an urban development concept and will form a legally binding basis for urban and regional planning in the future - Municipal decision: top priority for land protection
The municipal council has expressly decided to make the protection and development of existing commercial and industrial areas a priority - Holistic analysis & targeted recommendations for action
GEKO 2040 is based on the GMA analysis: evaluation of land potential, quantified requirements up to 2040 (up to 272 ha) and strategic development steps. It identifies both new development areas and existing areas whose use can be optimized. - Active cooperation & land activation
