• The registration authority responsible for the applicant's main place of residence issues the export license plates.
• For applicants residing abroad, the registration authority in whose area the authorized recipient has their main residence is responsible.
• If the authorized recipient's place of residence is within the jurisdiction of the Wiesbaden registration authority, the authorized recipient does not have to be present. In this case, a signed power of attorney and the identity card or passport of the authorized recipient are sufficient. The original ID card or passport can be presented or a copy with an additional original signature.
• The vehicle must be presented to the vehicle registration authority for an identity check.

• Export license plates can only be issued to vehicles that are located on the territory of the Federal Republic of Germany.

• Original registration certificate Part I (vehicle registration document)
• Original registration certificate part II (vehicle title)
• Original foreign vehicle documents, if applicable with CoC or data confirmation from an officially recognized expert. For motor vehicles without type approval, an expert opinion in accordance with § 21 StVZO or § 13 EG-FGV
• For imported vehicles, a purchase agreement as proof of right of disposal
• License plates (these only need to be presented if the vehicle is not taken out of service)
• Yellow insurance card for export license plates.
• Proof of valid general inspection (HU), either by presenting the original HU report or by entering it in the registration certificate Part I
• The vehicle must be presented before registration or allocation. (In particular for identification of the vehicle, but also to carry out a visual inspection of the vehicle's condition)
• SEPA direct debit mandate or clearance certificate from the customs office confirming that vehicle tax has
  already been paid Power of attorney (if the applicant is resident abroad)
• Valid identity card or valid passport with registration certificate (not older than 3 months) or valid substitute identity document
• Valid EU identity document with registration certificate (not older than 3 months)
• For non-EU citizens, passport with electronic residence permit (eAT) 

Note: Applicants and owners who have entered an information block in the registration register are advised to present a current registration certificate when they visit the office. Failure to present a registration certificate may result in a delay in processing or even rejection of the application, as a manual query must then be made at the citizens' office.

For sole proprietorships (natural persons), legal entities, and freelancers, the following is also required:

• Business registration or extract from the commercial register
• For foreign companies, additionally with a translation of the company documents (by an officially recognized interpreter) (not older than 3 years)

• For freelancers (no business registration available): company letterhead
• When commissioning a third party: power of attorney from the vehicle owner and identity document of the agent

The fees are between EUR 30.00 and EUR 70.00. The exact amount can only be determined on site after submission of the complete documents. The fees are based on the scale of fees for road traffic measures (GebOSt).

EC card payment, credit card payment and cash payments possible

• Since July 1, 2010, export license plates are subject to tax from the day of allocation for the allocation period. If there are no bank details within the euro payment area or if a cash payment is desired, a visit to the Wiesbaden main customs office is necessary with the above-mentioned documents.
• If the vehicle tax is not paid by the person to whom the vehicle is registered, a written direct debit authorization with original ID and bank card must be submitted.
  The applicant must not have any overdue fees and expenses from previous registration processes. If payment arrears exceed ten euros, the registration authority may not register the vehicle until these have been settled. If the arrears are less than ten euros, the registration authority can decide whether or not to register the vehicle.
• The applicant must not have vehicle tax debts of five euros or more. Late payment penalties, interest and late payment penalties are also taken into account when calculating the amount.
• If the applicant is to be represented when registering their vehicle, a written power of attorney must be issued to the person representing them and a valid identity card or passport must be handed over for presentation. This power of attorney must also contain the applicant's consent that the registration authority may inform the authorized person of any outstanding fees and expenses. The representative must present the power of attorney and provide proof of identity.
• The SEPA mandate must contain two signatures in the "Payer" and "Holder" fields. If the payer and holder are identical, the signature in the "Payer" field is sufficient. Please note that a SEPA direct debit mandate with the signature of the holder and payer is required for each individual registration process, which you can fill out directly online here and then print out for signing!
