§ 11 SGB VIII (1): "Young people must be provided with the youth programs necessary to promote their development. These programs should build on the interests of young people and be shaped and organized in collaboration with them; they should empower young people to exercise self-determination and inspire and guide them toward social responsibility and civic engagement.”

This opens up a broad field of planning that—in collaboration with many professionals in the field of youth work—must also be shaped and planned through youth welfare planning.
