§ Section 11 SGB VIII (1): "Young people shall be provided with the youth work services necessary to promote their development. They should be based on the interests of young people and be co-determined and co-designed by them, empower them to self-determination and encourage and guide them towards social responsibility and social commitment." This opens up a broad planning field that - together with many youth work professionals - must also be shaped and planned by youth welfare planning.
