Acceptance of applications by the building inspectorate
The building inspectorate first carries out a cursory check of the digitally received documents before checking and processing their content. As a rule, we will confirm receipt of your complete building application after 14 days or send you the corresponding additional requirements.
Completeness check
Digital documents received are checked cursorily to ensure that they are complete, legible and of a verifiable quality. As a rule, we will inform you after 14 days whether your building application is complete or whether documents are missing or cannot be checked.
In particular, we check whether the extracts from the commercial register, powers of attorney and building submission authorizations are up-to-date and correct.
We also check whether the essential building documents are available and whether the quality of their content is sufficient.
We will then send you the corresponding supplementary claims.
Note
Particularly important are the correct contact details of all parties involved as well as any necessary powers of attorney and sub-powers of attorney. In the case of legal entities, the relevant register extracts must be attached in a comprehensible and up-to-date form; the same applies to sub-authorizations.
Immediate rejection
Applications that are missing or incorrect in terms of essential content and/or documents will be rejected as unprocessable.
All current building documents can be found on the website of the Hessian Ministry of Economics, Energy, Transport, Housing and Rural Areas.
We pay particular attention to the application title for a construction project. This must be sufficiently meaningful and contain all the necessary information.
A sufficiently specific application title or application tenor is important in order to be able to define a construction project in a legally secure and unambiguous manner. It also serves to evaluate a building project in the long term and to be able to assign it at a later date, even if structural changes are planned. For this reason, the terms from the Building Use Ordinance and the HBO must be used in the application title.
Construction of buildings
For example, the application title must not be"New residential building", but"Construction of a residential building with X (number)residential units..." including information on whether it is a single-family house, a semi-detached house or a multi-family house , for example, as well as the number of parking spaces.
Examples:
Construction of an apartment building with X residential units and X parking spaces
Construction of an office and commercial building and an underground parking garage with X (number) parking spaces
Construction of a semi-detached house with one parking space
Construction of an extension to an existing residential building to create an additional residential unit, conversion of the existing residential building and construction of a parking space
Construction of an extension to expand the living space of a single-family home
Construction of a balcony on an existing apartment building
Construction of four apartment buildings with X (number) residential units each / with a total of X (number) residential units with an underground garage for X car parking spaces
Changes of use
In the case of a change of use, the information"Change of use" from"Old use" to"New use" and the floor on which the change of use takes place are required. It is also necessary to state any car parking spaces that may be added or removed.
Change of use from office space to residential use on the 2nd floor and elimination of X (number) car parking spaces
Change of use of a commercial unit (from A to B) on the ground floor in a residential and commercial building
Advertising systems
If the building application is for the erection of an advertising system, the wording"Attachment of an advertising system to a building" or"Erection of a free-standing advertising system" must be selected in the application title. It is also necessary to state whether it is"own advertising at the place of performance" or"third-party advertising".
Demolition
An application for demolition must also clearly state whether it is for the demolition of an entire building, specifying the type of building (e.g. single-family dwelling; office building), or for partial demolition.

Note on parking spaces and front gardens
In view of the climatic challenges and the aspect of a liveable and green city, we attach great importance to the design and preservation of front gardens. For this reason, structures such as garages and pools are expressly not permitted in front gardens. We also regularly do not allow parking spaces for cars, regardless of the type of drive and charging infrastructure.

Since December 1, 2025, you can submit your building applications, preliminary building inquiries and applications for deviations, exceptions and exemptions in accordance with the Hessian Building Code for projects in Wiesbaden exclusively digitally via the Hesse Building Portal.
