Special opening hours at the Citizens' Office and local administrations due to software changeover
From Monday, June 23, 2025, the Citizens' Office and the local administrations will be working with the new emeld21 software for registration and passports. The introduction of the new specialist procedure requires an extensive technical changeover - combined with changes to opening hours in the week before.
Important: We only work by appointment!
Even during the special opening hours, an appointment must be made in advance. Spontaneous appointments are not possible.
Please check the validity of your ID documents in good time - especially before planned trips - and make an appointment in good time to apply at the Citizens' Office or your local administration.

Monday, June 16, 2025:
Citizens' office: 8:00 am - 6:00 pm (extended opening hours)
Local administrations open: regular opening hours
Tuesday, June 17, 2025:
Citizens' Office: 8:00 am - 6:00 pm (extended opening hours)
Local administrations open: regular opening hours
Wednesday, June 18, 2025:
Citizens' Office and open local administrations: 8:00 a.m. - 11:00 a.m.
Note: Data migration to the new software begins at 11:00 a.m. - regular operation is no longer possible after this time.
Thursday, June 19, 2025:
Public holiday - closed
Friday, June 20, 2025:
Closed due to the system changeover
Please note: On this day, processing is only possible in absolute emergencies and only within a very narrow time window. See below for details.
Monday, June 23, 2025:

Citizens' office: 10:00 - 16:00
Local administrations open: 10:00 - 12:00 and 14:00 - 16:00
In the period from June 18 to June 22, 2025 there is no access to the population register.
For this reason, it will not be possible to obtain information online via the previous Wizema procedure. From June 23, the ekom21 Civex-M and Civex-P procedures for online population register information will be available for commercial and private users.
Emergencies - important information
For the purposes of this notice, an emergency only exists if a travel document is required at short notice for a verifiably immediate journey. In such cases, please contact us by Wednesday, June 18, 10:00 a.m. at the latest.
After this time, the specialist procedure will no longer be available. Emergency processing cannot be guaranteed after this time, as:
- Thursday (public holiday), Saturday and Sunday no processing is possible,
- on Friday, June 20, processing is only possible in exceptional cases and by prior arrangement within a narrow time window,
- it may also be necessary to submit applications in other cities.
For emergencies on Friday, June 20, you can reach us by telephone on 0611 - 31 3344 (08:00 to 11:00).
The new specialist application emeld21, provided by the municipal IT service provider ekom21, is already being used successfully in many Hessian municipalities. It enables modern, efficient and user-friendly processing of passport and registration matters - for an even better service for our citizens.
